Executive summary

Purpose of intervention

The purpose of the intervention was to inspect the licensees arrangements for verifying that the site is free of fuel once defuelling has been completed.

Interventions Carried Out by ONR

I inspected the licensees arrangements for fuel-free verification in the core, in the reactor but outside of the core, and in the spent fuel pond.

I also discussed the sites transition programme.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that the site has adequate arrangements for demonstrating that the reactor is free from fuel, and that the licensees approach to out-of-core verification is reasonable. However, in the case of out-of-core verification much will depend on the results of the inspections and, in particular, the detail of the technical justifications produced for those areas which cannot readily be inspected.

The detail procedure for verification of the spent fuel pond is still being developed, and I will undertake a further inspection when it is more mature.

I consider that the licensee is adequately managing the transition from its current defuelling organisation to its proposed decommissioning organisation.

Conclusion of Intervention

I am satisfied that the licensee has good arrangements for in-core verification, and sound proposals for verification of other areas.
