Solid Waste WTC1 Licence Conditions 23 and 24 Compliance

Executive summary

Purpose of intervention

The purpose of this intervention was for the Office for Nuclear Regulation (ONR) to undertake a routine Licence Condition inspection to assess Sellafield Limited's compliance with the following licence conditions (LCs), within Waste Treatment Complex 1 (WTC1).

ONR carried out a one day team inspection comprising of several ONR specialist inspectors.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Sellafield Limited was able to provide documentation which clearly identified the links between the safety case and the required operating instructions; furthermore the documentation examined was generally to a high standard.

A review of the single operating rule within WTC1 identified that it generally met ONR guidance and there was adequate evidence of its implementation via supporting documentation.

Staff at WTC1 have a clear understanding of the expectations for the use of procedures and demonstrated a good understanding of how these link and support the operating instructions and single operating rule and therefore ensure compliance with the safety case.

WTC1 are in the early stages of implementing a revised procedural use and adherence standard. This has been implemented fully in other areas of the Solid Waste Operating Unit however its implementation within WTC1 is in the early stages. I informed Sellafield Limited that I consider it essential that this is fully and effectively implemented to ensure that the resulting safety improvements are fully realised.

Conclusion of Intervention

Overall based on the sampling undertaken I considered that Sellafield Limited had demonstrated adequate implementation of it's arrangements for compliance with LCs 23 and 24 thereby deserving rating of 3 - Adequate.
