This intervention was carried out to undertake planned Licence Condition (LC) compliance inspections during the planned Sellafield site Magnox Reprocessing Plant outage, and to follow up on Sellafield Limiteds (the Licensee) programme of work following a previous event in the Magnox Reprocessing Plant.

The Licensees arrangements for planning and controlling work during a planned Magnox Reprocessing plant outage were examined. Earlier in 2014 there was an event in the PS4 area of Magnox reprocessing plant that was reported to ONR in accordance with the Licensees arrangements. This inspection also examined the Licensees arrangements to recover from the event, and planned activities incorporating learning from the event.
The intervention was undertaken by the Site Inspector supported by a specialist Human Factors Inspector and a specialist Mechanical Engineering Inspector.
A system inspection was not undertaken.
The Licensee has appropriate arrangements in place to control work during the planned Magnox Reprocessing Plant outage, and based on our sampling is undertaking outage tasks in a manner consistent with ensuring nuclear safety and reducing risks to As Low As Reasonably Practicable. An area of good practice is the involvement of staff from a wide range of technical disciplines in the planning of individual tasks.
The actions taken by the Licensee to restart the Magnox Reprocessing Plant following the PS4 event are judged to be appropriate. Based on our sampling, we have confirmed that the Licensee is on programme to deliver the actions identified in the PS4 event improvement programme. The Licensee has analysed the PS4 event and produced a learning pack that captures Learning from Experience that will be disseminated across the Sellafield site.
No actions were placed as a result of this intervention. Based on the evidence gathered, no matters have been identified that are likely to significantly impact on nuclear safety on the Sellafield site at this time.
