To assess the adequacy of the Oldbury annual demonstration to ONR of site's emergency arrangements and to attend the Oldbury Site Stakeholders Group meeting.

During the annual emergency exercise site was deemed by ONR to have provided an adequate demonstration of its emergency arrangements. On this occasion the Magnox Ltd Assurance Team did not provide a report of its assessment of the exercise during the final de-briefing meeting; this is contrary to normal practice. ONR normally takes cognisance of the internal challenge and comments provided by the corporate assessment team, as part of its overall assessment of the adequacy of the exercise.
ONR agreed with the Oldbury Site Director that there were some areas that would benefit from additional training as the interaction with the ambulance service Hazardous Area Response Team (HART) and the site personnel could benefit from an exchange of expertise. This training was already planned by the site to take place during October 2014 and ONR will monitor the effectiveness of the additional training in a future visit.
Members of the Oldbury Site Stakeholders Group meeting showed significant interest in the contaminated flask incident. During discussion the site inspector was asked a number of questions on the regulatory aspects of the incident, including the process used to decide what regulatory enforcement action was appropriate.
I will write to Oldbury confirming that they provided an adequate demonstration of their emergency arrangements and ONR's wish to witness some of the joint training between Oldbury shift staff and HART members.
