Purpose of intervention

This report covers an inspection of Magnox Corporate Arrangements undertaken as part of a series of planned interventions in accordance with the IIS Strategy and Plan

Interventions Carried Out by ONR

This intervention consisted of an inspection of the Corporate arrangements for the Design Authority and Intelligent Customer requirements.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

The inspection found that, in general, the arrangements in place are adequate for Design Authority and Intelligent Customer. Two areas were identified that are recorded as issues. These were the mismatch between the defined SQEP requirements for the Site Design Authority and ONR guidance and the use of Agency and Contract Supplied Workers to fulfil Intelligent Customer roles. The licensee is already aware of the Intelligent Customer shortfalls and is taking action. An issue has been raised by ONR to monitor the effectiveness of the licensee’s action.

Conclusion of Intervention

There are a number of intelligent customer roles that are carried out by Agency and Contract Supplied Workers. The licensee however is aware of the shortfall and is taking action to address this. I therefore consider that the licensee has adequate arrangements for Design Authority and Intelligent Customer, although some areas for improvement were identified.
