Hunterston B - Planned Intervention

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at Hunterston B (HNB) power station in line with the planned inspection programme contained in the HNB Integrated Intervention Strategy (IIS).

Interventions Carried Out by ONR

As part of this intervention, I undertook a compliance inspection against licence Condition 30 - Periodic Shutdown. During this intervention, other information exchange meetings were undertaken relating to status of major projects on Station.

The licence conditions were inspected against ONR's published guidance requirements (as described in our technical inspection guides).

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety case informed system based inspection was undertaken during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I met with Hunterston B's Strategic Outage Manager, Independent Nuclear Assurance and Station's Quality Assurance Engineer to:

This was not a planned IIS inspection on the Hunterston B plan. It has however provided a useful basis for planning ONR outage inspection activities against the latest Station outage plan. Station's outage arrangements are mature and well-tested with clear lines of accountability.

Information exchanges with the Station Director and Station's Project Portfolio Manager were useful in reinforcing expectations over early and sustained communications for ensuring timely permissioning for major projects coming to fruition this calendar year.

Conclusion of Intervention

I judged the licensee to have adequately implemented its arrangements under Licence Condition 30. An IIS Rating of 3-'Adequate' was awarded.
