Executive summary

Purpose of intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd’s (NGL’s) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme (CNRP) of the Office for Nuclear Regulation (ONR).

The work was carried out in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable - no system based inspections were carried out during this visit.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For licence condition 7 (incidents on the site), we concluded that the site was following its procedures for identifying, raising, screening and processing events on the site.  We were satisfied that investigation of the events and corrective action was being taken in a timely and professional manner.  Events were reported to ONR in line with the agreed criteria.  We therefore assigned an IIS rating of 3, (adequate) to this inspection. 

For licence condition 36 (organisational capability), we concluded that the requirements of the organisational nuclear baseline on site had been demonstrated, that challenges to station operation in the next ten years had been identified and that improvements to performance were being achieved through the use of the NGL behaviours for success initiative.  We therefore assigned an IIS rating of – 3 (adequate) to this inspection.

For licence condition 30 (periodic shutdown), we attended the Reactor 4 start-up meeting and concluded that site had supplied a good quality report in advance of the meeting, provided a comprehensive site tour and a good presentation on the day to highlight key outage information in a succinct and timely manner.  We therefore assigned an IIS rating of - 2 (good) to this inspection.

I met with the site internal regulator (Independent Nuclear Assurance – INA) to discuss progress with the Reactor 4 statutory outage, ONR issues database and communications.  I will continue to meet with INA whilst on site.

I reviewed the ONR Issues database and the progress that was being made to address the issues.  I will review the database routinely every three months.

I was satisfied with the information exchanged during meetings with station staff on a range of topics including compliance with the Pressure Systems Safety Regulations, implementation of resilience modifications to the emergency arrangements, emergent work associated with the dismantling platform in the Irradiated Fuel Dismantling facility and followed up on the mechanical/electrical safety rules event associated with the removal of the Interim Package Boilers.

Conclusion of Intervention

There are no findings from this inspection that could significantly undermine nuclear safety.
