This was a planned inspection of EDF Energy Nuclear Generation Ltd’s (NGL’s) Hinkley Point B power station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme (CNRP) of the Office for Nuclear Regulation (ONR).
The work was carried out in line with the planned inspection programme contained in the Hinkley Point B Integrated Intervention Strategy (IIS).
I (the nominated site inspector for Hinkley Point B):
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
Not applicable - no system based inspections were carried out during this visit.
For LC10 (training): I assigned an IIS rating of - 2 (good) to this inspection. This was based on the observations that enhancements to the training process had been made following a recent self-assessment exercise, that there was good alignment between the training issues identified by site and the Station Business Plan initiatives/targets and that the training package developed in relation to the Pressure Systems Safety Regulations was of a good standard and correctly targeted at key personnel on the site.
For LC12 (duly authorised and other suitably qualified and experienced persons): I assigned an IIS rating of – 2 (good) to this inspection. This was based on the observation that the site had clearly defined the role of Duly Authorised Persons and had a good process in place to control their management. It had established a good training programme with appropriate accreditation and maintained a suitable register of Duly Authorised Persons on the site; the register had been kept up to date, was prominently displayed around the site and a copy had been provided to ONR.
I attended the Hinkley Point Site Stakeholder Group meeting. I was satisfied with the discussions at the meeting which enabled me to interact with stakeholders and explain ONR’s regulatory activities.
I met with the site internal regulator (Independent Nuclear Assurance – INA) to discuss progress with the Reactor 4 statutory outage, ONR issues database and communications. I will continue to meet with INA whilst on site.
I was satisfied with the information exchanged during meetings with station staff on a range of topics including progress with the statutory outage, compliance with the Pressure Systems Safety Regulations, Gas Turbine Fuel Oil storage tanks, likely ONR permissioning requirements for 2015/16, Turbine Alternator 7 brush gear and followed up on the mechanical/electrical safety rules event associated with the removal of the Interim Package Boilers.
There are no findings from this inspection that could significantly undermine nuclear safety.
