Heysham 2 Power Station Quarterly ONR Issues Database Discussion

Executive summary

Purpose of intervention

The purpose of this intervention was to measure progress made against the Heysham 2 "open" issues identified within the ONR Civil Nuclear Reactor Programme (CNRP) Issues Database. This intervention was undertaken in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS).

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The Licensee is progressing well with addressing the current "open" issues and a number were closed in advance of the meeting by ONR specialist inspectors as sufficient evidence has now been provided. However, there remain a number of areas where further input and progress is required to achieve a route to resolution and ultimately closure. The Technical and Safety Support Manager (TSSM) is to progress the current "open" issues and report back to me at the next scheduled quarterly CNRP Issues Database meeting, which is due to be held in October 2014.

The licence conditions were inspected against ONR's published guidance requirements (as described in our technical inspection guides).

Conclusion of Intervention

I am content with the progress that the Licensee is making with resolving the current "open" issues sufficient for this to remain as normal regulatory business discussed quarterly.

There are no findings from this inspection that could significantly undermine nuclear safety and no change to the planned interventions and inspections of Heysham 2.
