Heysham 2 Power Station - LC22, LC28 Licence Condition compliance inspection

Executive summary

Purpose of intervention

The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at Heysham 2 power station in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS).

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider from the sample undertaken that the arrangements and their associated implementation under LC22 to be adequate given the thorough approach to controlling modifications both on plant and within the safety case. My judgement takes into account the items that station are to address further to the inspection in relation to consistency within their arrangements and the need to follow up actions raised during my previous LC22 intervention held in December 2013. Station has raised condition reports associated with the findings and I am content they are addressed in accordance with their arrangements and hence no ONR Issues are to be raised in relation to this element of my inspection. I have rated my inspection of LC22 through the Integrated Intervention Strategy (IIS) as 3 (adequate).

I consider from the sample undertaken that the arrangements and their associated implementation under LC28 are adequate given the systematic approach to examination, inspection, maintenance, and testing. The LC28 inspection considered the adequacy of the arrangements and their implementation with particular focus on the arrangements in place for notification of maintenance schedule non-compliance, emergency plan maintenance, and gas circulator maintenance including overhaul and exchange. I have rated my inspection of LC28 through the Integrated Intervention Strategy (IIS) as 3 (adequate).

I am content that the arrangements in place for LC29 are adequate in relation to ensuring there is adequate linkage through to the broader maintenance requirements detailed within LC29. Given that ONR have not had the need to specify under LC29 at Heysham 2 it is not possible to sample implementation, however, I have confidence that should the need arise, the arrangements in place would facilitate such a specification. I have therefore rated my inspection of LC29 through the Integrated Intervention Strategy (IIS) as 3 (adequate).

The licence conditions were inspected against ONR's published guidance requirements (as described in our technical inspection guides).

Conclusion of Intervention

I am satisfied that the arrangements and their implementation at Heysham 2 for LC22, LC28, and LC29 are to an adequate standard and judge that the outcome of the sample inspection undertaken met with the expectations detailed within ONR guidance. I have therefore rated my intervention an Integrated Intervention Strategy (IIS) rating of 3, adequate.

There are no findings from this inspection that could significantly undermine nuclear safety and no change to the planned interventions and inspections of Heysham 2.
