The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection at EDF Nuclear Generation Limited's (NGL's) Heysham 1 power station in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2014/15.
Interventions Carried Out by ONR
The key intervention undertaken was a licence compliance inspection of LC7, incidents on site, in particular the adequacy of event investigations.
No safety system inspection was undertaken, hence this is not applicable.
A number of investigation reports relating to operational events did not delve deep enough to identify an appropriate cause of the event, instead they identified a higher level cause. For example if an operator carried out an incorrect action, the investigation report only identified human error as the cause. Investigating further would enable a more definitive cause to be identified which would then enable better trending to be undertaken; was the operator adequately trained ?, did the working conditions contribute to the event ? were the procedures correct and adequate ? etc. Notwithstanding this, investigations into environmental and contamination events appear to be delve to the appropriate level, therefore the station was advised to follow this approach for all event investigations. In light of this and the fact those investigations which are not considered to identify an appropriate cause, suitable actions appear to have been raised, this intervention was considered adequate and a rating of 3 will be recorded against LC7 compliance.
The licence conditions were inspected against ONR's published guidance requirements (as described in our technical inspection guides).
I am satisfied that the arrangements and their implementation at Heysham 1 for LC7 are to an adequate standard and judge that the outcome of the sample inspection undertaken met with the expectations detailed within ONR guidance. I have therefore rated this element of my intervention an Integrated Intervention Strategy (IIS) rating of 3, adequate.
