This was a series of planned inspections at EDF Nuclear Generation Limited's Heysham 1 Power Station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme.
I attended a number of routine meetings; the annual exercise review meeting, a hazards level 4 meeting and an update meeting with the internal regulator. I also carried out a review of the outstanding ONR issues and attended the local community liaison committee meeting along with the ONR site inspector for Heysham 2.
In addition, I also undertook a licence condition (LC) compliance inspection of LC22, Modification or experiment on existing plant.
With respect to the annual exercise review meeting I judged that the improvements that have been undertaken to the emergency facilities, or are scheduled to be completed this year are in line with the ONR expectations and that adequate progress is being made with the learning opportunities identified during the previous tests of the emergency plan. Therefore I have rated this intervention as adequate, IIS rating 3.
No areas of significance arose as a result of the meeting on internal hazards or attendance at the local community liaison committee meeting.
In general satisfactory progress is being made with the ONR issues however where progress was not clear a formal update has been requested from the station to determine if further regulatory action is required.
From the LC22 compliance inspection, I judged that the station had demonstrated adequate compliance with the ONR expectations against LC22 and hence rated this intervention as a 3. Notwithstanding this, I raised two minor observations with the station relating to clarity in the definitions of the categories assigned to modifications, and the number of staff suitable qualified and experienced to confirm that appropriate categorisation had been undertaken. These observations relate to relevant good practice and will be monitored and progressed as part of normal business.

Overall I judged that the station are making adequate progress with the learning opportunities identified during the test of the emergency plan and have demonstrated adequate compliance with LC22, Modification or experiment on existing plant.
