Licence Condition Compliance Inspections covering LC15

Executive summary

Purpose of intervention

The purpose of this intervention was to conduct Licence Condition (LC) compliance inspections at EDF Energy Nuclear Generation Limited’s (NGL) Hartlepool Power Station in line with the planned inspection programme contained in the Hartlepool Integrated Intervention Strategy (IIS).

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

ONR’s inspection of the arrangements in place at Hartlepool Power Station for LC15 considered the previous periodic safety review (referred to as PSR2) and activities undertaken to ensure that all identified corrective actions from this review are closed in a timely manner. This inspection found that the Licensee was able to demonstrate that the work was being adequately controlled and progressed. The Licensee provided evidence to support its claims, which incorporate independent oversight from its Independent Nuclear Assurance. A small number of corrective actions that are currently open from PSR2 are currently being progressed by NGL. The arrangements for development of the next periodic safety review (referred to as PSR3) were discussed and are in the early stages of preparation.

The inspection team judged that the arrangements for compliance with LC15 covered during this inspection provide an adequate demonstration of the approach taken by Hartlepool Power Station to satisfy relevant arrangements for the periodic and systematic review and reassessment of safety cases

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

We are satisfied that the arrangements and their implementation at Hartlepool for LC15, is adequate and judge that the outcome of the sample inspection undertaken met expectations detailed within relevant ONR guidance.  We have therefore rated the LC15 elements of this intervention an IIS rating of 3, Adequate.
