Executive summary

Purpose of intervention

This is a planned inspection at EDF Energy Nuclear Generation Limited's (NGL) Hartlepool Power Station, undertaken as part of the planned integrated intervention strategy (IIS) for the Civil Nuclear Reactor Programme (CNRP).

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

With the exception of projects to provide improved chloride ingress protection and 11 kV under voltage trips, I found the station had made satisfactory progress in general against the higher category issues in the ONR database. An action to identify and implement plant improvements where reasonable practical was progressing slowly and should be expedited.

I inspected the approach taken by Station to the investigation and review of events on the site. I considered that the investigations could go further to ascertain the direct and root causes. In addition the Corrective Action Review Board should be more robust in its' challenge function and ensure resultant corrective actions are broad based and provide sustainable improvements. There is an ONR Issue within the ONR Issues Database to track these concerns with a view to assuring the quality of investigations. I have therefore rated this element of my inspection through the Integrated Intervention Strategy (IIS) as 4 (Below standard).

From an LC30 perspective, I found Hartlepool's preparations for the upcoming outage to be acceptable with the necessary improvements in supervision and engineering ownership planned into the outage. I have therefore rated this element of my inspection through the IIS as 3 (Adequate).

Conclusion of Intervention

I am satisfied that the arrangements and their implementation at Hartlepool for LC30 are to an adequate standard and judge that the outcome of the sample inspection undertaken met with the expectations detailed within ONR guidance. I have rated this element of my inspection an IIS rating of 3, adequate.

The implementation of investigations and their review under LC7 do not meet the expectations of ONR guidance and I consider that there is scope for improvement. I have rated this element of my inspection on IIS rating of 4, below standard.

There are no findings from this inspection that could significantly undermine nuclear safety in the short term. There are no changes to the planned interventions for Hartlepool.
