Readiness inspection of the DNB data processing computer system (DPCS)

Executive summary

Purpose of intervention

This report covers an inspection of EDF Nuclear Generation Limited's (EDF NGL's) Dungeness B (DNB) Power Station, specifically examining commissioning work in-hand on the replacement data processing and control system (DPCS). This work was undertaken as part of a series of planned interventions, highlighted in the DNB DPCS intervention project record (IPR) document.

Interventions Carried Out by ONR

I carried out a compliance inspection against Licence Condition (LC) 21 (Commissioning) in the context of EDF NGL's arrangements for testing and commissioning the replacement DPCS. EDF NGL is currently commissioning the control functions provided by the new DPCS. This assessment assessed whether the DPCS is ready to enter commissioned operational service (COS) by examining areas such as the commissioning results, safety case readiness, operational documentation, training etc.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspections were carried out on this visit.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My readiness inspection of progress with commissioning of DNB DPCS showed that licensee has made adequate progress. My inspection of commissioning documentation showed that adequate documentation was kept and good progress was made with new operating instructions. I inspected the new DPCS and did not note any issues of concern. I have assigned an IIS rating of 3 (adequate) to this inspection.

The licence conditions were inspected against ONR's published guidance requirements (as described in our technical inspection guides).

Conclusion of Intervention

There are no findings from this inspection that could significantly undermine nuclear safety.
