This report covers an inspection of Magnox Ltd's Dungeness A licensed site, undertaken as part of a programme of planned interventions.
During this intervention, I carried out a system compliance inspection against the following licence conditions:
Whilst on site I held meetings with the licensee to discuss a number of ongoing matters.
This intervention did not include an inspection of a safety system.
I found that the licensee has continued to make improvements to its arrangements for event investigation as required by LC7. An event trending process has recently been implemented and I consider that this process represents good practice.
Compliance inspections against LC14 found evidence that the licensee had adequate arrangements in place to produce safety cases. The inspection also found that the licensee was working to these arrangements.
Based on this inspection, I consider that the licensee has demonstrated that operational personnel are made aware with its written arrangements. I also found evidence that operating instructions are written in a style that is easily understood by suitably qualified and experienced person (SQEP) operational staff.
I have reviewed the licensee's maintenance arrangements and consider that the mechanisms for transfer of plant between operational and maintenance activities to be suitable. However, I have identified a potential procedural shortcoming and have advised the licensee to review its arrangement.
From the evidence gathered during this intervention, I consider that the licensee has demonstrated an adequate level of compliance to the licence conditions that I have inspected. Although I have not found any matters that may impact significantly on nuclear safety, I have identified several areas for improvement for the licensee to make.
