Compliance Inspection and Attendance at Dungeness Annual Review of Safety, Environment and Security

Executive summary

Purpose of intervention

This report covers an inspection of Magnox Ltd's Dungeness A licensed site, undertaken as part of a programme of planned interventions.

Interventions Carried Out by ONR

During this intervention, I carried out a system compliance inspection on equipment required to support the emergency arrangements against the following licence conditions:

During this inspection, accompanied by the Superintending Inspector. I attended the licensee's annual review of safety, environment and security.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include an inspection of a safety system.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Compliance inspections against LC8 and LC16 found evidence that the licensee had adequate arrangements in place for these licence conditions and that the licensee was working to its own arrangements.

The compliance inspection against the requirements of LC25 found that some of the licensee's staff were unaware of its written arrangements for the licence condition. Additionally, the written arrangements did not meet all of the requirements of LC25.

ONR considered that during the annual review of safety, environment and security, the licensee had been sufficiently self-critical and had identified appropriate areas for improvement. ONR judged that the site is currently properly managed and in control of the hazards on site.

Conclusion of Intervention

From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety. However a number of areas for improvement were identified and relevant actions were placed on the licensee.
