Dounreay Conduct of Inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2014/15 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I accompanied ONR conventional safety inspectors for part of their inspection/acquaint visit.  I followed up an incident in the contact-handleable intermediate level waste store where a drum had been damaged during operations.  I discussed arrangements for the management of working time.  I attended the Dounreay Site Restoration Sub-Group and Dounreay Vulcan Off-Site Emergency Planning Group

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The conventional safety inspection is recorded in ONR-CHS-IR-14-128.

The ILW store incident included a breach of a Safety Management Requirement as an operator entered the store when the drum was suspended from the crane.  A modification to the safety case will be required to recover the drum.  ONR will be consulted prior to recovery operations commencing.  A copy of the investigation report will be provided for consideration.

It had been recognised that management of working time was not undertaken proactively.  A revised process is being put in place.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
