Dounreay Inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2014/15 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspections against Licence Condition 22 Modification or Experiment on Existing Plant and Licence Condition 36 Organisational Capability.  The former covered site arrangements and implementation within a waste plant and decommissioning facility.  I attended a number of meetings to determine progress in decommissioning, waste management and incident reporting. 

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

My Licence Condition 22 inspections gave confidence that there is an adequate process in place for the management of modifications that may affect safety.  There was evidence of independent monitoring and challenge.  My facility inspections gave confidence that the arrangements are being adequately implemented and work suitably controlled. 

My Licence Condition 36 demonstrated an adequate standard of compliance and proactive engagement between the process owner and operational Directorates.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
