Dounreay Site Inspection in Support of IIS

Executive summary

Purpose of intervention

In accordance with the 2014/15 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspections against Licence Condition 7 Incidents on Site, Licence Condition 12 Duly Authorised and other Suitably Qualified and Experienced Persons, Licence Condition 26 Control and Supervision and Licence Condition 28 Examination, Inspection, Maintenance and Testing. I attended other meetings to determine general progress across the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My inspections within ATO 11 decommissioning facility, ATO 19 low level waste facility and ATO 93 waste processing facility demonstrated an adequate standard of compliance against the elements of the licence conditions 12, 26 and 28 inspected. This included both documentation and plant inspection. My Licence Condition 7 inspection provided confidence that incidents are being adequately investigated and improvements identified. The determination of the impact of Annual Site Funding Limits on decommissioning programmes and waste management strategies continues.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
