To inspect the LC28 (1) arrangements for the inspection of civil engineering structures

Executive summary

Purpose of intervention

The purpose of my visit was to inspect the Dounreay site's arrangements for the inspection of safety related civil structures in accordance with arrangements made under Licence Condition 28 (1) for maintenance. The visit was arranged at the request of the ONR civil engineering professional lead.

Interventions Carried Out by ONR

The inspection sample of two buildings, D1206 and D2670, was selected by the ONR nominated site inspector. An examination of aspects of site-wide arrangements was also undertaken.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found evidence of some good, some adequate and some below standard inspection practices; and my findings were fed back to the Licensee. They are included in section 2.6 of this report.

Conclusion of Intervention

Although three areas of below standard practice were noted in the sample, I have judged that the site's arrangements for the inspection of safety related civil structures are generally adequate.

I recommend that the Dounreay site inspection team, in their close-out of the 2013/14 Intervention RS(T)8, places an action on DSRL to improve its arrangements in the areas recorded in Section 2.6 of this report. A date for a follow-up inspection of the improvements should be agreed with the Licensee.
