In line with the 2014/15 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.
I undertook compliance inspections against Licence Condition 7 Incidents on Site and Licence Condition 35 Decommissioning. I attended a number of meetings to determine the status of projects and took the opportunity to observe a facility emergency exercise.
My Licence Condition 35 inspection covered 3 facilities within the Fuel Cycle Area to determine progress with decommissioning. All facilities demonstrated that steady progress has been achieved to progressively reduce the hazard. The potential impact of Annual Site Funding Limit considerations on this satisfactory progress is still to be fully determined. During my Licence Condition 7 inspection I reviewed the findings of a number of incident investigations, including the response to an incident notified to ONR (INF1 2014/121). I considered that there was satisfactory implementation of arrangements. The above incident identified inadequacies in risk assessment as a cause. This will inform a planned intervention in June. Improvement was observed in the management of closure of the licensee's actions, including those identified to help prevent recurrence of incidents.
The facility emergency exercise included the use of an alternative control centre under proposed resilience arrangements in support of a move to one site incident control centre. I deemed this to be an adequate demonstration for this particular scenario.
The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
