Chapelcross site inspection

Executive summary

Purpose of intervention

This was a planned visit in pursuance of ONR’s plan of compliance inspection for Chapelcross.

Interventions Carried Out by ONR

The main activities at this visit were inspections of the licensee’s compliance with two of the conditions attached to the nuclear site licence.  I inspected:

In other discussions the results of actions previously placed were reviewed and closed where possible; new actions were also placed.

I held a meeting for Safety Representatives, to support their function of representing employees and receiving information on matters affecting their health, safety, and welfare at work.

I attended the quarterly meeting of the Site Stakeholder Group, where I gave an account of ONR’s recent inspection and assessment of the site.  I also explained ONR’s recent decisions under the Radiation (Emergency Preparedness and Public information) Regulations 2001 (REPPIR), which have been made possible by the substantial reduction in the last 10 years in the hazard that the site represents.  The reactors having ceased to generate electricity and having been defuelled, there is no longer a requirement for an area to be defined around the site within which there is a need for a detailed emergency plan.  

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found adequate compliance with the licence conditions covering incidents on the site and consignment of nuclear matter from the site. 

Conclusion of Intervention

I found no issues that significantly affect nuclear safety, or that require me to take further regulatory action.
