Chapelcross Site inspection

Executive summary

Purpose of intervention

This was a planned visit in pursuance of ONR's intervention plan for Chapelcross to confirm that site is complying with its statutory obligations.

Interventions Carried Out by ONR

The main activities at this visit were inspections of the licensee's compliance with three of the conditions attached to the nuclear site licence. I inspected:

I also completed the inspection of the boundary of the nuclear licensed site, left unfinished in February.

I had other discussions about control and supervision, the integrity of the pond that contains intermediate level waste (ILW), maintenance, and emergency exercises. I also had a meeting with the senior safety representative on the site.

In these and other discussions the results of actions previously placed were reviewed and closed where possible; new actions were also placed.

Explanation of Judgement if Safety System Not Judged to be Adequate

I did not carry out a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I saw evidence of improvements to the licensee's control of modifications since my last inspection and continue to judge it as satisfactory. The backlog of LLW accumulated on the site has been much reduced since my last inspection. I have raised an issue about the provision of warning notices for workers relating to radiological alarms.

Conclusion of Intervention

I found no issues that significantly affect nuclear safety, or that require me to take further regulatory action.
