Bradwell Nuclear Licensed Site Planned Inspections and Meetings

Executive summary

Purpose of intervention

This report describes an inspection of Magnox Ltd's Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document.

Interventions Carried Out by ONR

During the intervention I carried out compliance inspections on licence conditions (LC):

I attended a number of meetings that provided progress updates and opportunity to influence the work programmes to decommission the site and to transition it into its care and maintenance phase.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include a safety system based inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found evidence that the Bradwell site meets the LC11 requirements for emergency arrangements.  I noted however that some supporting project level contingency plans should be better interfaced with the ONR approved site emergency plan.

The LC24 requirements for operating instruction were being applied satisfactorily within the Ponds facility.

The application of the arrangements for ensuring the requirements of LC28 for examination, inspection, maintenance and testing activities on site was found to be robust.  However some opportunities were identified to review and re-certify some work control documentation.

Conclusion of Intervention

In the areas I considered during the intervention I found that the implementation of the arrangements for compliance with LC11, LC24 and LC28 at Bradwell was to an adequate standard.
