Inspections were undertaken in line with the 2014/15 IIS plan for the site. This comprised a system inspection of the Fuel Element Debris (FED) Dissolution plant to confirm the requirements of the safety case for the dissolution process were adequately incorporated into the arrangements for compliance with licence conditions. The FED plant was chosen for the inspection because it was an area where fire protection arrangements have importance.
I carried out a planned safety system inspection of the fire protection systems applied to the FED Dissolution plant against the following licence conditions:
I attended a number of meetings that provided progress updates and opportunity to influence the work programmes to decommission the site and to transition it into its care and maintenance phase.
The safety system was judged adequate.
I found evidence that the operating rules for the FED Dissolution plant had been captured from the safety case and incorporated into the plant operating instructions. Bradwell was able to demonstrate the availability of safety systems and mechanisms during the operation of the dissolution plant and provided evidence that these had been installed correctly and subject to an appropriate maintenance regime.
Some opportunities were identified to better clarify the operating rules, applicable to the FED plant that arise from adverse weather events and to improve the demonstration of the control and supervision of plant operations whilst it is operated under the site testing and commissioning panel arrangements.
