Executive summary

Purpose of intervention

This report describes an inspection of Magnox Ltd’s Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document.

Interventions Carried Out by ONR

I carried out a planned inspection of the site arrangements for Licence Condition 36 (Organisational Capability) and attended various regulatory project update meetings.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that the implementation of the site arrangements for maintaining an effective organisational capability were of an adequate standard.  A number of interactions also took place that provided an opportunity to understand and provide advice on the forward plans to maintain and enhance the safety culture at site.

I attended a number of meetings that provided progress updates on the work programmes to decommission the site and to transition it into its care and maintenance phase.

Whilst on site I was informed of and made inquiries into an abnormal event.  I was satisfied with the action taken by the site.  The quantity of radioactive material involved was contained within its containment facility and did not result in the exposure of any individual.  The nature of the event did not meet the ONR formal reporting criteria.

Conclusion of Intervention

In the areas I considered during the intervention I found that the arrangements for compliance with LC 36 and their implementation at Bradwell were to an adequate standard.

The site safety performance continues to be satisfactory.
