Executive summary

Purpose of intervention

This report describes an inspection of Magnox Ltd's Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document.

Interventions Carried Out by ONR

I carried out a planned inspection of the site arrangements for Licence Condition 35 (Decommissioning), attended the site annual review of safety, environment and security performance meeting and a joint regulatory project update meeting.

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that the implementation of the site decommissioning arrangements were to a good standard. It was identified that there may be an opportunity to further apply the strategic learning, from the delivery of the Bradwell decommissioning programme, to the wider Magnox Decommissioning and Waste Strategy.

At the annual review of safety, security and environment performance meeting, it was noted that the site has a positive safety culture and there were no nuclear safety events reported during the period. Overall for the period the safety performance was considered to be satisfactory and this is reflected in the CNI annual report.

Conclusion of Intervention

In the areas I considered during the intervention I found that the arrangements for compliance with LC 35 and their implementation at Bradwell were to a good standard.

The site safety and security performance during the previous annual reporting period had been to an adequate standard.
