This report describes an inspection of Magnox Ltd's Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document.
I carried out a planned safety system inspection of the use of modular and tented containments was carried out against the following Licence Conditions (LC):
I attended a joint regulatory project update meeting, attended an Environment Agency led local community drop-in session and followed up on a number of incident reports provided by the Bradwell site to ONR.
I judged that arrangements applied to the use of modular and tented containments at Bradwell are adequate.
I found that the company standard for modular and tented containments reflects industry relevant good practice. For the containments sampled there were clearly defined limits and conditions that were derived from the safety cases. These are implemented through appropriate operating instructions by appropriately trained individuals. The safety systems that are required to be operational to ensure the safety of containment operations were identified and demonstrated to be place through a combination of alarm systems and routine plant inspections prescribed by plant maintenance schedules.
Inspection of an ILW shielded transfer facility and size reduction facility confirmed that the temporary containments provided an adequate standard of control of radioactive material. There were, however some opportunities where enhancements could be made to achieve better alignment with the expectations defined in the Magnox Limited company standard for Temporary Containment Structures.
In the areas I considered during the intervention I found that the implementation of the arrangements for compliance with Temporary Containment Structures safety system were of an adequate standard.
