Executive summary

Purpose of intervention

The intervention was planned to take place to give confidence that Berkeley was adequately operating the nuclear licensed site safely

Interventions Carried Out by ONR

The interventions included a demonstration of Berkeley’s on-site emergency arrangements and a joint annual review of safety with the Environment Agency.  Inspections were also undertaken against compliance with licence conditions on accumulation of radioactive waste, modification to existing plant, operating rules and operating instructions

This intervention did not include inspection of a safety system

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Berkeley provided an adequate demonstration of its emergency arrangements.  ONR was assisted in coming to this conclusion by the observations of the Magnox Ltd’s own Assurance team and the activities observed by ONR. The site and ONR shared findings and noted a number of areas of good practice and some areas where improvements could reasonably be achieved.

Berkeley provided ONR and the Environment Agency with presentations on the progress made during the year in decommissioning plant on the site.  This demonstrated to ONR that adequate progress was being made to reduce the hazards on the site and contain radioactive wastes in passively safe forms.

ONR noted the progress being made in developing facilities to re-package, condition and store intermediate level waste safely until a disposal route was available or in some instances to dispose of the waste through existing routes.

Conclusion of Intervention

The inspections carried out demonstrated an adequate level of safety in those areas examined by ONR.
