Interventions Carried Out by ONR

I inspected Magnox Ltd's arrangements under LC12 provided centrally, and those specifically developed under Berkeley's arrangements. I discussed them with Berkeley's engineering manager. We also discussed Berkeley's decommissioning milestones and matters arising.

I attended the Berkeley site stakeholder meeting.

Explanation of Judgement if Safety System Not Judged to be Adequate

This inspection did not include a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The Berkeley engineering manager and I found there was a lack of clarity in some aspects of the arrangements for ensuring suitably qualified and experienced persons performed some duties required by the licence conditions. We agreed that this in part was due to the complexity of the arrangements and actions were placed to improve the arrangements.

Conclusion of Intervention

The Berkeley engineering manager agreed to consider how best to clarify the roles requiring DAPs and SQEPs to meet LCs 11, 21 and 28. LC 26 appeared to have adequate arrangements.

The application of the arrangements should be considered during a future inspection.
