This was a planned inspection at EDF Nuclear Generation Limited's Sizewell B Power Station, undertaken as part of the planned intervention strategy for the Civil Nuclear Reactor Programme.
This was a system based intervention which was undertaken to enable a judgement to be made on the adequacy of the duty holder's implementation of arrangements for lighting and communications systems to comply with the requirements of the following nuclear site licence conditions (LCs):
The inspection focused on lighting and communications systems which support the delivery of the emergency plan at Sizewell B. The inspection assessed compliance with five site licence conditions and examined the linkage between the safety case requirements and the following areas: operating rules and instructions, staff training and competency, maintenance and availability of plant.
At the time of the inspection, the systems were available and operable with no known significant defects. From my sample of working instructions, evidence of compliance with technical specifications, interviews with station staff and system inspection, the duty holder was able to demonstrate an adequate level of compliance against licence conditions 12, 23, 24, 27 and 28 with no significant shortfalls indentified, it is on this basis an IIS rating of 3 (adequate) is justified for these licence conditions. The system does not contain radioactive material and therefore LC34 was not considered as part of this inspection.

I am satisfied from the activities sampled and from evidence gathered during this intervention, that I have seen no evidence of issues that could significantly impact on nuclear safety at Sizewell B.
