Level 4 Electrical BDR Intervention meeting

Executive summary

Purpose of intervention

This intervention comprised of an inspection of the process adopted by NNB GenCo to review electrical power engineering design documents produced by the responsible designer, EDF, for the Basic Design Reference (BDR) phase of Hinkley Point C, as part of de-risking the design. These design documents will then inform the second reference configuration, RC1.

Interventions carried out by ONR

My intervention was supported by a second ONR specialist electrical Inspector and involved the sampling of design documents and associated review and acceptance documentation.

Explanation of judgement if safety system not judged to be adequate.

I judged NNB's approach and implementation of the review of electrical design deliverables to be adequate.

Key findings, Inspector's opinions and reasons for judgements made

I consider that the electrical system review activities for Hinkley Point C are progressing satisfactorily and NNB GenCo are adequately performing their role of design authority. I consider that the design review and acceptance activities are progressing in a satisfactory manner.

By undertaking a review of all the electrical system documents produced for BDR, I consider that the electrical team of NNB GenCo have demonstrated both their commitment to take ownership of the design and demonstrate the importance it places on the BDR process.

Conclusion of intervention

I am satisfied that the electrical systems design and the related surveillance activities are progressing satisfactorily as demonstrated by NNB during the intervention.


There were no regulatory issues raised as a result of my intervention. ONR inspectors will continue to review progress in the electrical design for Hinkley Point C as part of normal regulatory business.
