Site Inspection to ensure compliance with the Regulatory Reform (Fire Safety) Order 2005

Executive summary

Purpose of Intervention

An inspection of Building E23 at UUK Ltd’s, Capenhurst Works was undertaken as part of the planned Integrated Intervention Strategy (IIS) for the Sellafield, Decommissioning, Fuel and Waste Division (SDFW).  The purpose of this inspection was to confirm compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005.

The inspection focused on both the management of fire safety and the practical fire safety provisions within the selected facility identified above.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

During my facility walk-down and meeting with those responsible for the operation of E23 I identified a specific issue relating to the fire alarm and detection system (FADS) that required immediate attention.  The issue related to all four repeater panels showing a message indicating that the FADS was inoperable. The main fire alarm panel was also displaying warning messages.

Meetings held at the time of this inspection relating to these matters included senior managers from Urenco UK Ltd, and did result in the immediate implementation of additional managerial controls.  The licensee was informed of my intention to review my inspection findings and consider ONR’s enforcement guidance to determine whether formal enforcement action was warranted.

Conclusion of Intervention

I met with UUK senior staff to apprise them of my findings, including the significant shortfalls identified in the arrangements within E23, and the expected actions to address them.  UUK accepted my findings.
