Sizewell B - COMAH inspection

Executive summary

Purpose of Intervention

The purpose of this intervention was to provide regulatory confidence in the management of conventional health and safety (CHS) hazards, specifically relating to Control of Major Accident Hazards (COMAH) Regulations present at EDF Energy Nuclear Generation Limited’s (NGL) Sizewell B. This is in line with the annual COMAH intervention programme agreed with the facility.
This was an inspection to aid in planning and targeting for the coming years inspection plans including an overview of the facilities and current COMAH inventory and management.

As an ONR conventional safety specialist I carried out this inspection jointly with an inspector from the Environment Agency and was accompanied by the ONR Sizewell B nominated site inspector.

These minor shortcomings aside, overall health and safety management standards met legal requirements and we rated the inspection ‘green – no formal action’

Conclusion of Intervention

Our findings were summarised during feedback provided at the conclusion of the visit, as were actions required by EDF.

This visit will be followed up next year with a further joint inspection with the Environment Agency looking in more detail at aspects of management of the hazards.
