Heysham 2 Reactor 8 - LC28 Civil Engineering outage intervention prior to return to service

Executive summary

Purpose of Intervention

The purpose of this intervention was to carry out a specific Licence Condition (LC) 28 intervention relating to the civil engineering aspects of reactor 8 at EDF Energy Nuclear Generation Limited’s (NGL) Heysham 2 power station during its statutory outage in support of an Office for Nuclear Regulation (ONR) Assessment of the Approved Examiner (APEX) return to service examination report.

The intervention was planned in accordance with ONR’s Integrated Intervention Strategy (IIS) for Heysham 2 2019/20, R8 Outage.

Interventions Carried Out by ONR

The ONR civil engineering specialist inspector performed an LC28 inspection to judge the adequacy of the APEX inspection and to discuss the findings of the statutory outage prior to the issue of the APEX return to service report.  This intervention serves to inform an ONR Assessment Report to be carried out on the APEX’s return to service report for this outage.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

With respect to the Licence Condition 28 relating to examination, inspection, maintenance and testing the following judgements were made:-

LC 28 (Examination, inspection, maintenance and testing): Areas considered included the Licensee arrangements; I reviewed the maintenance schedule, branch instructions and relevant guidance notes / specifications. I judged that for the sample inspected the Licensee had made and implemented adequate arrangements including the provision of a plant maintenance schedule. Examination, Inspection, Maintenance and testing was being carried out regularly and systematically by suitably qualified and experienced personnel at the intervals specified within the plant maintenance schedule.  I therefore concluded that the LC28 arrangements were adequate and an inspection rating of Green was given for this licence condition.

Conclusion of Intervention

Following the Licence Condition inspection of the external reactor civil engineering aspects, as examined by the APEX; I judged that the expected standards in accordance with Licence Condition LC28 had been adequately met for the sample taken. I have rated this intervention Green for the purposes of this report under the ONR RAG rating system (Refer ONR-INSP-GD-064). 

There were no findings from this intervention that would significantly undermine nuclear safety at Heysham Power Station. At present, no additional regulatory action is needed over and above the planned interventions of Heysham 2 power station reactor 8 as set out in the Integrated Intervention Strategy, which will continue as planned.
