Heysham 2 outage scoping inspection - LC30

Executive summary

Purpose of Intervention

 The purpose of this intervention was to carry out a compliance inspection of Licence Condition 30 at the Heysham 2 nuclear licenced site. The inspection focussed on the licensee’s arrangements with respect to the control of outage scope, the risk based scope selection process and the management of defects and engineering changes.

Interventions Carried Out by ONR

As part of this intervention, the project inspector for the Heysham 2 Reactor 8 2020 outage, supported by the fault studies inspector carried out a planned compliance inspection against LC 30 – Periodic Shutdown.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

We found the licensee has a clear effective process for tracking and prioritising work which will be done as part of the Heysham 2, Reactor 8 2020 outage. There is a clear prioritisation process ensuring that activities important for safety are not removed from scope and that those items which are removed go through a challenging process.

Conclusion of Intervention

No issues were identified or raised by ONR Inspectors attending this intervention. Based on information presented by the licensee, planning and scoping of the Heysham 2 R8 2020 periodic shutdown follows a clear process allowing early budgeting and ensures highest priority items including those which are safety related or which must be inspected as part of statutory regulations are not removed from scope.

The inspection was therefore rated Green.
