Executive summary

Purpose of Intervention

I undertook this inspection to examine Magnox Ltd’s arrangements for compliance with a number of Licence Conditions at Berkeley, Oldbury and Hinkley Point A sites.  These were planned interventions as detailed in ONR’s plans for the sites, and in support of ONR’s Decommissioning Fuel and Waste programme strategy.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

 I found that Magnox Ltd, at the Berkeley, Hinkley Point A and Oldbury sites, is maintaining adequate human resources to ensure the safe operation of the licensed sites, and has adequate arrangements to control organisational changes which may affect safety.  I advise all three sites to ensure that the company arrangements are followed by ensuring that proposed changes are recorded on the Company Organisational Change Register and subject to adequate assessment and change control prior to their implementation.

I found that the sites have made and implemented adequate arrangements to ensure that only suitably qualified and experienced persons perform any duties which may affect the safety of operations on the site, including the appointment, in appropriate cases, of duly authorised persons to control any operations which may affect safety.  Based upon my sample I found that all operations which may affect safety are carried out in accordance with written instructions (operating instructions), and that these operating instructions include any instructions necessary in the interests of safety and any instructions necessary to ensure that the operating rules are implemented.  All operations I observed were carried out under the control and supervision of suitably qualified and experienced persons.  For lower safety significance operations I found that all three sites are adopting a level of control and supervision similar to that in place for their higher safety significance operations.

Conclusion of Intervention

It is the opinion of ONR’s inspector that overall the licensee is complying with the requirements of the Licence Conditions inspected. Feedback was provided to the licensee at the end of the inspection; this included advice and a small number of minor observations.
