Planned Compliance Inspection - Management of asbestos

Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections for 2018/19 which are informed by ONR’s Decommissioning, Fuel and Waste sub-division strategy. One of the strategic objectives is to ensure DFW licensed nuclear sites are either compliant with their legal obligations or are brought back into compliance, making improvements to safety when it is reasonably practicable to do so. This intervention directly contributes to this strategic objective.

The purpose of this inspection was to examine the adequacy of Magnox Ltd’s (ML) arrangements for managing asbestos containing materials on the Wylfa site. It follows on from an inspection in January where the new arrangements were in the early stages of implementation.

Interventions Carried Out by ONR

Prior to the site based intervention, ML provided ONR with documents that set out their arrangements for complying with their duties under the Control of Asbestos Regulations 2012 (CAR).  The key regulatory activities undertaken during the inspection were based around:

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Asbestos Management:

Based on the evidence examined it is my judgement that ML Wylfa’s asbestos management arrangements are adequate and are being effectively implemented across the site.  I identified a number of areas of good practice and some areas where ML could improve, in particular, risk profiling in respect of asbestos abatement works and contractor management in respect of Licenced Asbestos Removals Contractors (LARCs).  I will follow up these areas for improvement as part of my routine interactions with ML.

Conclusion of Intervention

Feedback was provided at a closeout meeting on site with those involved in the intervention.  ONR’s findings were accepted by the licensee.

Roedd yr arolygiad hwn yn un o gyfres o arolygiadau a gynlluniwyd ar gyfer 2018/19, yn seiliedig ar y strategaeth is-adran Datgomisiynu, Tanwydd a Gwastraff (DFW) yr ONR. Un o’r amcanion strategol yw sicrhau bod safleoedd niwclear DFW a drwyddedir naill ai yn cydymffurfio â’u hymrwymiadau cyfreithiol neu yn cael eu dwyn yn ôl i gydymffurfio, gan wneud gwelliannau i ddiogelwch pan fydd yn rhesymol o ymarferol gwneud hynny. Rheoli Asbestos:

Ar sail y dystiolaeth a archwiliwyd, fy marn i yw bod trefniadau rheoli asbestos ML Wylfa yn ddigonol ac yn cael eu gweithredu yn effeithiol ar draws y safle.  Dynodais sawl maes lle’r oedd arfer da a rhai meysydd lle gallai ML wella, yn arbennig, proffilio risg o ran gwaith lleddfu asbestos a rheoli contractwyr o ran Contractwyr Gwaredu Asbestos Trwyddedig (LARCs).  Byddaf yn dilyn y meysydd hyn i’w gwella fel rhan o’m hymwneud arferol â ML.
