Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections for 2018/19, which are informed by the Office for Nuclear Regulation’s (ONR) Decommissioning Fuel and Waste (DFW) sub-division strategy.   

Interventions Carried Out by ONR

I undertook this inspection to examine the adequacy of Magnox Limited’s (ML) arrangements and their implementation at Trawsfynydd, which are made to comply with Licence Conditions (LC); LC 17 (management systems), LC 25 (operational records) and LC 32 (accumulation of radioactive waste).  I was accompanied by an ONR nuclear liabilities (NL) specialist inspector for the LC 32 inspection.

For LC 17, I focused on control for implementing ML’s corporate arrangements on site.  For LC 25, I focused on operational records that ML considers will be required for the Care and Maintenance phase of the site’s lifecycle.

For LC 32, we focused on post-operational clean out of intermediate level radioactive waste (ILW) sludges; planned waste operations on site in the next three years; commissioning and operation of the new ILW / low-level radioactive waste (LLW) treatment facility; consideration and implementation where appropriate of recent operational learning experience for LLW, very LLW and out-of-specification waste streams.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the evidence sampled it is my judgment that ML is adequately implementing arrangements for complying with LC 17, LC 25 and LC 32 at Trawsfynydd.  For the three LCs, I identified a number of areas of good practice and some areas where ML could make improvements.  My findings were shared with and accepted by the licensee.

Conclusion of Intervention

The arrangments inspected were judged to be adequate and I did not identify any matters that in my opinion could adversely affect nuclear safety.

Ar gyfer LC 17, canolbwyntiais ar reolaeth ar gyfer gweithredu trefniadau corfforaethol ML ar y safle.  Ar gyfer LC 25, canolbwyntiais ar y cofnodion gweithredol mae ML yn ystyried i fod yn ofynnol ar gyfer cyfnod Gofal a Chynnal a Chadw cylch oes y safle.

Ar gyfer LC 32, fe ganolbwyntiom ar lanhau ôl-weithredol llaid gwastraff ymbelydrol lefel ganolradd (ILW); gweithrediadau gwastraff arfaethedig ar y safle yn y tair blynedd nesaf; comisiynu a gweithredu cyfleuster trin ILW / gwastraff ymbelydrol lefel isel (LLW); ystyriaeth a gweithredu ble fo'n briodol o brofiad dysgu gweithredol diweddar ar gyfer LLW, LLW iawn a ffrydiau gwastraff nad yw'n rhan o'r dynodiad.
