Sizewell A System Based Inspection on ILW Retrieval Projects

Executive summary

Purpose of Intervention

This inspection was undertaken as part of a planned programme of inspections for 2018/19 at Magnox Ltd.’s Sizewell A licensed nuclear.

Interventions Carried Out by ONR

During this intervention, I undertook a System Based Inspection (SBI) on the preparations for the ILW retrieval projects. The intervention was carried out against the requirements of LC’s 10, 23, 24 27, 28 and 34; and ONR’s published inspection guidance for these Licence Conditions.  I also undertook a walk-down of the site.

Explanation of Judgement if Safety System Not Judged to be Adequate

The conclusion of this intervention was that the arrangements for undertaking the project work on site for the preparation for care and maintenance met the requirements in the safety case.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I examined a sample of the Site’s management arrangements for handling nuclear matter and for managing operations on the site. There is a clear management structure and process.  A sound process for managing the project work for the retrievals of ILW is in place. Therefore I rated compliance with LC’s 10, 23, 24, 27, 28 and 34 as adequate.

Conclusion of Intervention

From the evidence gathered during this intervention, I concluded that there are no matters of nuclear safety concern. I have therefore rated the licensee’s compliance with Licence Conditions 10, 23, 24, 27, 28 and 34 to be adequate.

A minor issue was raised on need to ensure the water tightness of the remaining facilities. This will be recorded and followed up as part of routine inspection activity.
