Purpose of Intervention

One of a programme of planned inspections at LLWR during 2018/19.

Interventions Carried Out by ONR

I examined LLWR’s arrangements and procedures for compliance with licence conditions (LC) 9 instructions to persons on the site and LC13 nuclear safety committee.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

LC Inspections: I, interviewed the LC 9 and 13 process owners and operations personnel responsible for implementing and monitoring relevant procedures (LC9) and arrangements (LC13). I inspected a sample of the key documents provided by LLWR ahead of and during this inspection. I also checked a number of supporting documents including training records and for compliance assurance procedures. Overall I found the management arrangements to be adequate in the areas sampled.

Review of Emergency Preparedness and Response Capability Map (EPRCM); I focused on LLWR’s re- assessment and implementation of specific capabilities where improvements were¬† identified in the first version issued in 2015.

Conclusion of Intervention

I did not find any shortfalls in the documented procedures for LC 9 and arrangements for LC13 and concluded these to be adequate.
