Hunterston A - Inspection week

Executive summary

Purpose of Intervention

This inspection was carried out as one of a series of planned inspections for 2018/19 of operations undertaken at the Magnox Ltd Hunterston A (HNA) site.

Interventions Carried Out by ONR

Compliance Inspections relating to Licence Condition (LC) 2 (Marking of the site boundary), LC19 (Construction or installation of new plant), LC20 (Modification to design of plant under construction) and LC21 (Commissioning) were undertaken. Other supporting meetings are also recorded.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I required no formal action from HNA to address findings made during my inspections of the four stated LCs, although I reminded HNA that timely completion of Life Time Quality Records for their Solid Intermediate Level Waste Encapsulation (SILWE) plant, currently under construction, was important and would form part of future associated inspections.

I requested that HNA consider redefining their site boundary to reduce its footprint, although I recognise that there are no nuclear safety implications in retaining the site boundary as-is as the extant security fence adequately controls access to critical areas.

I welcomed HNA’s report that they have completed a decommissioning Milestone having drained and treated the ponds.

I held a useful and informative meeting with the Site Safety Representatives where my findings from the week were discussed together with matters of current interest to site personnel.

Conclusion of Intervention

ONR’s inspection of the HNA arrangements and their implementation made under LC2, LC19, LC20 and LC21 concluded that no significant shortfalls were identified that required formal action.
