LC11 - Construction Related Emergency Response Exercise - Deep Dig Rescue

Executive summary

Purpose of Intervention

In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C Construction inspection plan, ONR performs a series of planned compliance inspections of identified licence conditions, to ensure that NNB Generation Company (HPC) Ltd. (NNB GenCo (HPC)), is proportionately and adequately developing and implementing its licence compliance arrangements commensurate to the current stage of the project.

This purpose of this intervention was to assess the adequacy of a construction related deep dig rescue, emergency response exercise carried out by NNB GenCo and its main civils contractor ByLor.

Interventions Carried Out by ONR

LC11 requires the licensee to “…make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.”

I carried out a one day inspection against LC11 – Emergency arrangements to assess the adequacy of NNB GenCo (HPC) and its main civils contractor Bylor’s capability to respond to an incident in a deep dig area utilising the following ONR inspection guidance:

In addition I carried out a number of other routine information sharing sessions.

Explanation of Judgement if Safety System Not Judged to be Adequate

N/A as this was not a safety systems inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise/drill scenario appropriately tested the ability of both NNB GenCo(HPC) and its main civils contractor ByLor’s capability to respond to a construction related incident. The exercise itself was generally well managed and executed.

Casualty management was to a high standard and overall the exercise gave confidence that NNB GenCo(HPC) and ByLor could appropriately manage a construction related incident.

In any exercise or drill it is expected that learning is taken from the exercise and there was evidence of appropriate learning to inform further improvements to both ByLor and NNB GenCo(HPC) emergency arrangements.

Conclusion of Intervention

On the basis of the evidence gathered during this inspection, I judge that an inspection rating of GREEN (No formal action) is appropriate for Licence Condition 11; Emergency arrangements. This is because I found NNB GenCo (HPC) to be compliant with its legal duties with only minor areas for improvement. Overall NNB GenCo(HPC) and ByLor it’s main civils contractor were able to demonstrate that they could adequately deal with a construction related incident or emergency in a deep dig area.
