This was a targeted intervention to review NNB GenCo’s Organisational Capability Assessment (OCA) process for Nuclear Island Consent (NIC) relating to the regulatory issues 5683.
ONR undertook a focused intervention to examine NNB GenCo’s OCA process to take a judgement on whether it represented sufficient progress to close regulatory issue 5683.
The intervention was carried out through a sample of evidence against LC 36 (1) “the licensee shall provide and maintain adequate financial and human resources to ensure the safe operation of the licenced site”.

ONR were satisfied that the introduction of the OCA process represented a substantial improvement and was undergoing continuous improvement. The progress was judged to be a satisfactory response to propose closure of regulatory issue 5683. This judgement was informed by:
Based upon the discussion, ONR were content that the OCA process was adequate to detect adverse organisational capability conditions and therefore achieved compliance, for NIC, with LC 36 (1). However, as the process is still developing, ONR requested evidence of the wider NNB GenCo’s response to the OCA recommendations. The following specific documents were requested:
ONR accepted that these documents would not be available until October 2018 as the recommendations had not been finalised. ONR requested a further meeting to review and discuss these documents in November 2018.
No new regulatory issues were raised during this intervention. However, ONR noted the broad strategic organisational capability challenge facing NNB GenCo and the importance of the developing OCA process to meet this challenge.
