The purpose of this intervention was to undertake a regulatory inspection at EDF Energy Nuclear Generation Limited (EDF NGL) Hinkley Point B Power Station in accordance with ONR’s Integrated Intervention Strategy (IIS) 2017-2018 for the Operating Reactors Sub-Division. This report covers the nuclear safety-related inspection of Hinkley Point B power station, which was undertaken as part of routine planned interventions.
As part of this intervention I carried out a licence condition (LC) compliance inspection against LC26 - Control and supervision of operations and focused on the implementation of the arrangements during the ongoing statutory outage.
The interventions were based on sampling the implementation of the arrangements in place at the station against the licence condition and ONR inspection guidance.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
No safety system inspection was undertaken, hence this is not applicable.
Licence Condition 26 (Control and supervision of operations) - I held several discussions with the supply chain team and maintenance personnel to understand how the control and supervision function is delivered at site. I also undertook plant visits to observe supervision in the field to confirm that procedures for control and supervision were being implemented satisfactorily. I judged that the licensee was meeting relevant good practice when compared to ONR guidance and have therefore assigned a rating of Green (no formal action) for LC26 compliance.
After considering the evidence examined during the inspection against Licence Conditions 26, ONR concluded that the licensee complied with its legal duties and an inspection rating of Green was determined for all aspects.
There are no findings from this intervention that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Hinkley Point B Power Station.
