The purpose of this inspection at Magnox Ltd’s Harwell site was to examine their management system arrangements in regard to acceptance and use of Class 7 Transport Packages.

This inspection reviewed Magnox Ltd’s arrangements in respect of the safe transport of radioactive material, against the requirements of the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009
Inspectors found that Magnox Ltd consigned from Harwell Novapak transport packages over a period of time without a valid Certificate of Approval, this being due to the packages not being in full conformance with the declared design.
The Site’s management system arrangements are not suitable and effective at preventing non-compliant transport packages being placed into service use.
Magnox Ltd was informed that their failure to meet regulatory requirements will be subject to consideration of whether enforcement action was necessary, probably in the form of a formal enforcement letter.
