Executive summary

Purpose of Intervention

This inspection, one of a series of planned inspections for 2018/19 as described in ONR’s Decommissioning, Fuel & Waste (DFW) sub-division’s strategy, was undertaken to assess compliance with licence condition (LC) 35 – Decommissioning at the Grove Centre nuclear licensed site, Amersham.

Interventions Carried Out by ONR

LC35 requires the licensee to make and implement adequate arrangements for the decommissioning of any plant or process which may affect safety and to make arrangements for the production and implementation of decommissioning programmes for each plant.

This intervention targeted a facility on the licensed nuclear site that is to cease operation and commence decommissioning in the near future.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Following a review of the licensee’s LC35 arrangements against the relevant guidance I am of the opinion that they adequately meet ONR’s expectations for such arrangements.

From the evidence seen during the inspection I am of the opinion that the licensee’s strategy to decommission the facility inspected is adequate.

Conclusion of Intervention

My conclusion from the findings of the inspection is that decommissioning of the facility inspected is being planned in accordance with the site’s arrangements for Licence Condition 35.  I have rated this inspection Green – No Formal Action required by ONR.
