Dungeness Licence compliance inspection and joint EA asset condition review

Executive summary

Purpose of Intervention

This was one of a series of planned Licence Condition (LC) compliance inspections of the Dungeness A Site for 2018/19.

The aims of the inspection were to:

Interventions Carried Out by ONR

I carried out compliance inspections on the sludge and resins retrieval plant. The inspection comprised discussions with ML staff and reviews of relevant records and documentation. 

In addition I undertook a follow-up review of the progress with the asset care issues on the site with EA.

I also undertook meetings with the safety representatives, PSR team and the DNA internal regulator.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the evidence examined during the inspection I judged that the licensee has adequate arrangements in place for compliance with LC’s 24, 28 and 32.

Magnox Ltd has made considerable progress at developing a new decommissioning strategy for the site.

Conclusion of Intervention

From the evidence examined during the inspection, I judged that the licensee’s arrangements for operating and maintaining the sludge and resins retrieval plant were adequate and satisfactory progress is being made in planning for the proposed acceleration of the site’s decommissioning in view of the asset care issues present on the site.
