DRDL –  LC25 Inspection

Executive summary

Purpose of Intervention

This intervention was conducted at the Licensees [Devonport Royal Dockyard Limited (DRDL)] Devonport licensed site and undertaken as part of the 2018/19 intervention plan and propulsion sub-division strategy.

This intervention was a joint ONR/Defence Nuclear Safety Regulator [DNSR] inspection.

Interventions Carried Out by ONR

I conducted a Licence Condition (LC) 25 (Operational records) compliance inspection on the implementation of the licensees arrangements for the licence condition. The inspection was conducted at a corporate level to allow an informed view to be undertaken of the licensees compliance with its LC 25 arrangements across the business.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensee staff engaged positively during the course of this inspection.

No matters were identified as requiring immediate regulatory attention during the conduct of the compliance inspection.

Conclusion of Intervention

No matters were identified as requiring immediate regulatory attention during either the routine meetings with licensee personnel, or, during the conduct of the LC 25 compliance inspection.

The LC 25 compliance inspection demonstrated that the licensee has adequate arrangements in place, and is engaged in enhancing their arrangements.

Six minor observations were made during this inspection and are detailed in section 2.1.7 of this report.
